REQUEST FOR PROPOSALS
Architectural & Engineering (A&E) Services
The Town of Barclay, Maryland (the “Town”) seeks qualified and experienced firms to provide architectural and engineering services, specifically, site location, design, bidding, permitting, and construction services for a new Town Office building.
Interested firms must submit a proposal following the format and expectations set forth in the full Request for Proposals (the “RFP”), which is available online at www.barclaymaryland.com, or by contacting the Town Clerk/Manager/Administrator, Virgina Albers, at the e-mail address set forth above.
All proposals must be received by the Town by 4:00 p.m. on August 28, 2026. All proposals received after that deadline will be deemed nonresponsive and will not be considered for evaluation. It is the bidder’s responsibility to ensure that proposals are complete and timely submitted. The Town assumes no responsibility to notify bidders of incomplete proposals. A Pre-Bid meeting will occur on August 14, 2026, at 12:00 p.m. at the Town Office, 1602 Barclay Road, Barclay, Maryland, at which time questions will be taken and answered. Attendance at the Pre-Bid meeting is mandatory for each firm that desires to submit a proposal for the project.
The selected firm will represent the best value for the Town, combining price, qualifications, and proposed execution of the scope of work. The price of the work to be performed is not the sole determining factor.
The Town reserves the right to reject any and all proposals, waive technicalities, and make any award deemed to be in the Town’s best interest.
